Construction Leadership Council: guidance suite – July 2025

The Construction Leadership Council (CLC) has published a suite of guidance on Building Control Approval Applications for a new Higher-Risk Building (Gateway 2).

The guidance has been produced by CLC, with input from BSR and industry stakeholders. Baseline principles are included to guide those involved in submitting and assessing applications. It also includes practical recommendations on information needed to demonstrate clear and comprehensive compliance with the Building Regulations 2010.

Train with the Building Safety Regulator

In addition to BSR’s resources, HSE has an in-person or online ‘Developing Accompanying Documents for the Building Control Process’ course.

This course provides guidance on developing accompanying documents for buildings within scope of the Act. These include the construction control and change control plans, building regulations compliance statement, fire and emergency file, competence declaration and mandatory occurrence reporting proposals.
