Charging scheme for the Building Safety Regulator

A new charging scheme for the Building Safety Regulator (BSR) with a 5% (inflationary) increase in hourly charges, became effective on 1 April 2025.

The charging scheme for the Building Safety Regulator outlines fees associated with various BSR functions, as the Building Safety (Regulator’s Charges) Regulations 2023 define them.

Chargeable functions include the determination of building control approval applications for higher-risk building (HRB) work, assessing applications to dispense with or relax building regulations, and the inspection of building work.  

Charges also apply to the registration of higher-risk buildings and building inspectors, as well as the review of safety case reports. 

BSR calculates the charges using a set application charge, plus additional hourly rates for staff (£151 per hour), and fixed charges for more uniform activities.

Additionally, the scheme allows for the recovery of costs associated with relevant authorities (like local authorities and fire and rescue authorities) and third parties providing expertise to BSR.  

The aim of the charging scheme is to recover the full costs of BSR services from those who benefit, ensuring a proportionate approach where higher intervention activities incur higher costs.  

The scheme also aims to provide transparency, flexibility in updating charges and clarity on payment and appeal processes.
